procedure when purchasing a car,

My name is James,

I am currently in the process of purchasing a Spanish car which was registered in Las Palmas in 2010,

the owner is now living in the UK and I'm advised that registering the car in my name, would also transfer

any debts or embargos that Suma may have lodged against the current owner, please advise if this is thru, 

and also what procedure must I take to check if  the car is free of any embargos or debts,
