Unless its registered with a company yes. .
You also need ( there are apps) to register with the Police face passport id: and pay Mogan a daily fee . Plus you must have been registered and get a license.a
If its family that is the same. Actually more problematiic. You need to apply to the local Polic which take 2-3 months .
Current fine are 20 - 40% of property value .
